Is this police brutality?

I was on the building site with my colleague and we were up the scaffolding fixing a gutter when a police officer turned up and was looking for my colleague our supervisor told the officer that he was up the scaffolding and the officer came to the bottom of the Ladder and shouted my colleague my colleague said to the officer yes. and the officer said we would like to you to come down the station for questioning so my colleague was going down the ladder when the officer shuck the ladder and said hurry up and get a move on. the officer continued to shake the ladder and my colleague nearly fell off. the height of the ladder was 30ft High.Is this police brutality
