Major AT&T internet issues, 5 months now with the slowest speeds, cannot figure out what's wrong :(?

I'll bet something on your phone line doesn't have a DSL filter. It could be an alarm system, satellite TV receiver, cordless phone base station, or something like that. It won't always be picked up in remote tests.
